Luke is a shadow child. An illegal third child in a country that onlt allows two children per family. His life is a secret, he has never been to school or had a friend and now that there is a new neighborhood being built around his house he can't even go outside for risk of being seen and reported. Until one day when he sees a face in a window where he knows that two parents and two children have left for the day. Could this be another shadow child? Someone who knows what his life is like? Luke will have to risk his life to find out.
