While well written and engaging on an intellectual level, I do not care for the characters and so it makes it a chore to read. The characters aren't bad or uninteresting, it's more like I do not want to engage with them.

I think it is both the setting and the emphasis on the female characters. That's not wrong in principle, but it is a bit isolating. I'm watching events unfold rather than being an active participant or imagining myself as part of the world. 

Again this is not a slight on the quality of the characters or the world building, but more of a preference issue.
