Solid art and good storytelling. The second arc dealing with Supergirl was my favorite of the two included in the this volume.

I liked the Public Enemies storyline (though I am forever horrified where we're literally warned about a supervillain getting elected. Hopefully it ends the same way).

The supergirl storyline is confusing looking back on because who the hell is Powergirl if Supergirl is not established in this world (I know they change origins like they nothing all the time and doesn't matter). Also don't love the costume design for the female characters: come to earth, immediately buy a thong and of course being an Amazonian warrior means training with one side your arse hanging out. Woman in this world love wedgies apparently. Also Supergirl is considered by the main characters to be child and is called teenage girl, she always half naked. Even the female character that has a more covered costume, obviously must first appear in just a towel. I know comics are terrible for having the worst costumes for women because they're there to be objectified and men drawing them have no idea how clothes work apparently.
I guess with Supergirl she can fight naked if she wants, but Superman never wears a crop top. Now that's the shame. Also I don't buy for one god damn minute that Martha Kent made Supergirl costume, no women design that, nevermind a mother. To be honest, I want more female characters to wear full body costumes like Batgirl (yes, the one that's completely covered) and Superman to fight crime in a tank top and short shorts, with his usual cap, it's the American way.

Besides costume design, the Supergirl was definitely the weaker storyline.

Jeph Loeb gave us Dark Victory, which was good (not incredibly great) in my opinion, so I didn't know what to expect of this volume. However, I did enjoy very much the rapport between Batman and Superman and the parallels between their lives. As for the stories, I didn't care much for Supergirl's story. I preferred the extra mini story included in this collection, about Robin and Superboy.
