I'm not entirely sure this is really a Culture book, it could have been set anywhen. It mostly takes place outside the Culture and is almost immune to its interventions. Rather it's a story of the implications of choices and actions.

The Culture, exploiting PTSD-ridden veterans to try and maintain the moral high ground since 1987.

China Miéville’s speculative fiction for socialists book list does it again. This book is the reason i started reading this series in the first place and now having finished it I can confirm that it was worth the wait. I really loved reading this one for the same reason DS9 has a special place in my heart, its the unspoken underside of utopian scifi brought to life with devastating beauty and cruelty.
