Hugely atmospheric, northern Europe between the wars; Paris, Reims, Liège, Bremen. Dark and mysterious, but also with huge wealth inequality, poverty features heavily.
<Spoiler>And also featured heavily are ad hoc student groups of philosophical and drunk reactionaries, like the absinthe drinkers of Paris, the refs of Italy, Raskolnikof of Crime and Punishment. It's of its time and perfectly so.
But little fuss is made of the opening death, one directly caused by the detective who follows a man he is suspicious of. He steals the man's case, and the man commits suicide after discovering his loss. The detective directly caused it, and yet he goes about his business. It even happens in a country where he has no jurisdiction.
