Raising Steam raises some interesting questions about radicalization, the role of technology as a social disruptor, and the costs and benefits of the melting pot, but it does so without a firm focus or a coherent answer. The writing retains the jokes and wit of previous Discworld novels, but unfortunately the character voices are left behind, with each character becoming a flattened version of their previous incarnation. Characters push the plot forward at the cost of consistency, while the driving force of technology isn't treated with the nuance it deserves. Where previous books like Soul Music or Going Postal look into the good and bad sides of technological change, Raising Steam treats the railroad as a magical cure-all. 

On the whole, the plot is interesting. Raising Steam on lore from previous books to create a threat unlike Discworld has seen before; stakes are high and the book isn't afraid to go to some dark places in search of answers. Still, Raising Steam reads like an auto-generated Discworld, with all of the boxes ticked and none of the spirit. Completionists will enjoy Raising Steam, but casual readers might give it a miss.
