This doesn't read like a short story, it reads like the first chapter of a book... which I suspect it is. The short story essentially introduces us to the two main characters while setting up the background context of how and why they've come to be where they are at this point in time. There's a lot of information given that's largely unneeded in a short story, but of course is essential in the first chapter of a book. And it ends abruptly. But it took me about 30 minutes to read so it's not a particularly large investment.
