This book is basically constructed just to showcase this one great idea. But the idea is that interesting and well explained that this book deserves 4 stars.
I think it is surely worth collecting such ideas, it's food for creativity. I can imagine others going out on a limb like this and writing a novel for other unsolved problems in science. I think it's a great genre.
This novel specifically tackles the measurement problem. It thinking of a largely self consistent "explanation" and runs with it. In the process, it explores various themes such as free will, identity, acceptable changes to self, ontology of emotions and meaning.
(I had to come and edit this review when I realised the idea was proposed by top physicists. It's not too far fetched. Check out the Von Neumann–Wigner interpretation guys.)
But the real mind-blowing part is the implications of the solution the author proposed to the measurement problem - what constitutes a collapse of the Eigen function?
I think Axiomatic by the same author is a faster way (short stories) to see if you enjoy this style of hard science fiction. This is much along the same lines...

I got about 13 pages into the first chapter and could see this wasn't for me. It was convoluted and the main character just didn't seem real to me. The emphasis seemed to be on all the new gadgets in this future world and I'm more interested in characters.
i burned through this pretty fast (for me) and had a fun time reading it, but i felt kind of bad for enjoying it, given that it's basically a trashy spy novel with super trite notions of quantum physics. if he'd've just used words other than "quantum mechanics", "wave collapse", etc. i probably would have felt better about it.

This book is not one to read when you're looking for a fun, easy, simple read, as Mercury Falls might be. This one is taking accepted quantum physics ideas about the super-small and extrapolating them. This takes thought & processing to follow.
But boy, if you can, this is a cool trip. I loved the non-stop physics cum metaphysics mental machinations you're forced to take in. I'm definitely up for more of it.

What if it were possible to interact with the quantum states with one’s mind? To kinda sorta deliberately manipulate the essential randomness at the heart of quantum theory with the power of your brain? This book starts with an interesting idea but ultimately fails to give the reader enough of reason to suspend disbelief and go with the flow of the story.

It doesn't reach the level of Distress, but it's impressive. I wish I could find a copy of Permutation City.
There isn't too much else to say -- if you like a heavy dose of quantum mechanics and thinking about superposition of states in your SF, then you'll enjoy Quarantine. If that sentence made you shake your head, don't read it.

Wow. A lot to think about. I like smeared as opposite of collapsed. It's all very nagual vs tonal.
