4.5 stars. I think this was a very solid ending to the first main arc/part. There were, of course, smaller arcs throughout, but the public safety saga is finally over. It's surprising to me just how much can be covered in terms of storyline in only eleven volumes. I really enjoyed the humble beginnings, the character development, and even all of the numerous character deaths. I don't see how this could have ended any other way, it would have felt strange to leave any plotpoints unsolved, and I think the death of every side character bar like one, added to the finality of this part. I was so ready for Makima to die. She really always gave me bad vibes, and seeing her end was extremely satisfying. I would honestly be okay if this was where the series ended because it wrapped up nicely, but I will probably end up continuing with the series eventually. I think this was a fun series so far, and I really like the world. I hope we see more development of Denji's heroism, and hopefully, he'll be able to find some semblance of happiness. I really enjoyed this volume, and I think it's a good capstone for me to stop with for now.
