This is a good book; I didn't love it. It's a cool world, I like that Wells doesn't hold your hand through all the world-building, the concept and overall plot is entertaining, and I enjoyed the narrative structure. I also didn't care. It's not even that the characters are unlikeable, I just felt indifferent about them. So, again, good book; I didn't love it.
