Ishiguro's characters in this book are apparently flat and secretly round. It's not that nothing happens, or that the story doesn't have a certain revolutionary drive, it's just that nobody talks about it. At the same time, that may be its greatest quality, because it's culturally motivated, it's "in character", and it underlines the depth of simplicity and the urge to escape from backgrounds that don't thrive. 
But still... it's slow, and what good are emotions if they remain in potential?
