This felt a little bit more like "I saw this coming, but no one listened to me, so let me sort this out for you now" than anything else.
Bill Gates (or his editor) is doing a fairly good job pointing out his blind spots and where he's coming from a very privileged place vs the rest of the world who had to deal with the pandemic (and potentially has to prevent the next one).  He's also doing a fairly decent job criticizing his country's government and pointing out its shortcomings.
However, as usual, the question that kept coming back to me while I was reading it, was: who is this book for? Because the people who have the tools, influence, and status to make the changes... won't read this (if they didn't listen to him first hand, as per the book, why would they read his book), and the people like me... who read it and even understood it enough.. what are we supposed to do with this information except feel completely powerless and discouraged in the face of any potential new disasters coming our way. 
So... yeah, this felt like a book for the top 100 or the people who make the Forbes covers to say that they read it and discuss it over hour derves
