An interesting premise: civilians who got caught in the crossfire of Batman's war on crime become metahumans as a result and band together to get Batman to stop his war. While it was interesting to see the story play out, I felt the conclusion a bit nebulous. (I imagine Detective Comics will return to the theme later in the run.)
The last two issues start up the new story arc, as well as introducing Batwoman. Keeping up with the CW show, it seems like the two characters have similar origins, though in the comics, Batman is still very much around. I do like how the new bit takes up where Night of the Monster Men left off.

Still enjoying this Batman run. Although Stephanie annoyed me somewhat. The premise is that perfect quandary, does Batman's presence in Gotham make things worse or better?
Curious what's happening with Tim. Hopefully we'll find out soon.
Not overly fond of the Batwoman two parter at the end. The artwork isn't in a favoured style for me.

Both stories were a hit, the victim syndicate could’ve had a bit more time to cook but I’m fine with what we had, and the bat woman story was really interesting, I’m glad they’re actually continuing her story, since it felt very underdeveloped on volume 1

Even though I let more than a year pass between reading the first volume of this series (I should really re-read it, as it sets up several important long-term plot points!), I absolutely loved this book. The art is some of the best I've seen in a DC comic. The way the penciling gives Batman so much emotional expression even behind the cowl - shame, sadness, dismay, resignment - impressed me to a much greater level than usual when reading superhero comics. Tynion expertly handles this strange team of complex characters, and those on the sidelines who are trying to stay out of costume and out of the constant war that surrounds Batman. Never before have I cared so much about Clayface or Jean-Paul Valley.
I agree with the criticism another reviewer made that the fact so many secret organizations have been running in Gotham for so long without Batman knowing takes away from his title of World's Greatest Detective. There's not so much detective-ing in this book so much as there is figuring out how to deal with fallout. The repercussions of Batman's war create the main theme of this book. The Victim Syndicate has some of the best character designs for villains I've seen in ages - they're actually really scary!

Okay, Tynion is on a roll, here. I enjoyed this more than I enjoyed I Am Suicide, for the most part. Some of Batman's failures come back to haunt him.
