When this book came out in 1978, Silberman sought to challenge cliched American thinking on crime, criminals, and the criminal justice system. He directly addressed the links between poverty and crime, as well as writing a scathing indictment of the juvenile justice system, the failure of the government to eradicate drug use, and the uses and abuses of law enforcement. It was a valiant effort, which partially succeeded. This book was one of the first to show the discrepancies between the reality and perception in criminal justice.
