DNF: too much telling and repeated telling. 

The over-explaining of everything multiple times is off the charts in this book. Well, in the first 17%, which is as far as I got before I'd had enough and stopped.

This seems like idealized versions of policing and social services.  People cooperating on tight time lines where the citizen benefits.  Wow!  People I work with want the best for the cloent and are hampered by siloes, systems that don't work together, and processes that confluct with each other.
