Nandita Sharma: "...autochthony: ...only those constituted as natives to "national soil" are true national citizens" (84).  "Autochthony moves beyond basing citizenship on birth or naturalization to basing it on descent and increasingly on the neoracist framing of ethnicity....substituting 'civic' citizenship by a more restrictive 'ethnic' citizenship is typically the very raison d'etre behind the evocation of a rhetoric of autochthony..." (85).
