I would rate it higher except
Lee and Annie and their constant fighting due to a lack of communication drove me nuts. This dynamic is fascinating but so annoying but so understandable when I remember they’re children. Still. They literally are better together and they both know it but refuse to talk for hundreds of pages so it gets exhausting.
I do still think this is a fantastic political fantasy for someone new to the genre. There are interesting twists and gray morality everywhere. It’s fun.

I was upset with most of the characters for a good portion of this book. I'm glad they started to get their mess together. That cliffhanger though... If I had been reading this as they were coming out, I would be furious.
