While a giant step up in quality from the Carey volumes that precede it, the Silver Surfer's first appearance in The Ultimate Universe still reads dull. Once again, Richards rushes into a scientific experiment without supervision. Once again it spells Disaster For The World (particularly New York), once again there are no real repercussions for him when he eventually sort of solve the problem he created.
While the dialog was more believable in this issue, and there was less reliance on Claremont-era narration boxes, it still wasn't a fun or interesting story. I think this one would appeal more to silver age FF fans than some of the previous books, but if you like that era, why not read a book from that era that is superior to its peers, as opposed to this 21st century book that's vastly inferior to the other main Ultimate Universe books.

Truth be told, I've been reading the last few volumes more out of a sense of obligation than anything else. It's been a frustrating series because it doesn't know what it wants to be except a wide-reaching "cosmic" Ultimate thing.
This sticks with cosmic, but goes with a more familiar character in the Silver Surfer, and results in a fun, different book that takes the Silver Surfer in directions I didn't really expect (even if my familiarity is limited). It was a good enough recovery for me with this series that I'm actually excited to jump in on the next one sooner rather than later.
