Art & Panneling:  The panneling is okay, easy enough to read but not wowing. The art is a very Mixed bag. I think it starts on a good foot, the art itself is a bit skewy but stylilist enough to look good and has some nice classic noir-y compositions, and then it goes down hill, by the time Robin arrives most art looks out right bad. 
There are some stand out moments, like the way the flashback style shown in the beginning coming back to parallel Bruce and Dick.
Character design: nothing much to say, i like the inhuman/fantasylike design of the Joker and Poison Ivy. I do not like the sexist, way some of them are drawn.
Story & Characters: The story is unnessary complicated told but thats not as important as what the story is, a "pro-cop", ableist shit. 
All the cops we suppose to care for are corrupt, of course that doesnt mean they deserve to be killed or tortured but the way it is presented is weird. There is also the smaller bit which how the defense attornity is presented, how her trying to do her job is seen as "antagonistic", the fact that the murder suspect did not get the death sentence and instead is sentenced to a mental institution is seen as a failure of justice. (and not cause Gothams mental health system is broken)
There is no reason for the ableist twist, i ean there never is, but she could call the hit, she is a mafia boss there is no reason for her to "lie about being disabled".
Catwoman and the attornys plot were underused and tied to man they were romanticly connected and that was boring. Catwomans story could be interesting! I want to see her emotional journey of self discovery and family!
Robin is underused to but in a different way. From the get go this Batman was not that much my thing, the I work alone grimedarkness is boring for me, there is Alfred who is as snarky and careing as always, and there is that good side where Selina Kyle literally drags her chair over to Bruce, and I just wish that the story went somewhere with that,
I think the plot idea real life crime vs superhero villians could be interesting, but it felt like there was too much going on for that.
