This was a very mediocre book to me. 

It felt underdeveloped and certain important aspects just didn’t get explained. Starting with the characters, some were introduced and made out as if they’d have an important role in the story only to get abandoned part way through, and all the other characters felt shallowly written. The spy storyline was also basically pointless. For my issue of topics that didn’t get the exposition it needed, the most notable was the Old Doctrine. It’s introduced as something so influential and career-ending but the author never takes the time to explain to the reader why or what that is, which felt very strange.
