This is not the real Johnny Blaze, and that’s not how his powers work. The Ghost Rider’s Penance Stare doesn’t fail because a person is fine with their sins, or it would never work on the psychopaths and demon-ridden. It works regardless of how you feel. It burns your soul to the same degree that you trespassed against others, because there is an absolute right and an absolute wrong, and the Spirit of Vengeance has the ability to judge you for your sins.

Misunderstanding this means fundamentally not getting the character. It’d be like writing Iron Man who didn’t invent things, or the Invisible Woman who can’t turn invisible.

Aside from that, this is mostly just a Preacher riff with inconsistent art. Read [b:Preacher, Volume 1: Gone to Texas|95431|Preacher, Volume 1 Gone to Texas|Garth Ennis|https://i.gr-assets.com/images/S/compressed.photo.goodreads.com/books/1309914494l/95431._SX50_.jpg|1433215] instead.
