This is the last book in the trilogy, and as a result is more political and has a lot of loose ends to tie up. It may be a harder read if you didn't read the previous two books. With that caveat, the non-main character development is very good and has a good payoff for the end of the series. Casey Blair does a great job with world-building and creating an engaging cast of characters.
