French lays out his ideas and arguments clearly and concisely and offers imaginative, yet plausible, consequences of our current negative partisanship. While his general argument that federalism -- basically: let California be California and Tennessee be Tennessee -- could the be the solution to our problem makes some sense to me, I disagree with the places where he draws the lines for constitutional protection.
