I think the Gil Shannon books are a step above the average books in this genre. At least that's how it feels when I read one of these and then read a similar book by a different author.

In this one, Gil Shannon is hot on the trail of Dokka Umarov - referred to as "the Russian Bin Laden" - a Chechen terrorist that the CIA is trying to track down. Shannon is betrayed and has to run for his life, but teams up with Ivan Dragunov, who might as well be known as the Russian Gil Shannon. Shannon and Dragunov chase Umarov and his sniper bodyguard through France, the Mediterranean and into Russia before a final showdown.

At the same time, Shannon's former partner Daniel Crosswhite is working in Mexico and Cuba to hunt down the traitors in the CIA and other branches of government. I like the two of them working on the same problem from different sides of the world. Their personalities are very different so you never get confused.

The action is fast but generally realistic (with one possible exception in Russia), and the characters are good. The story ends with a cliffhanger so now I'm going to have to read the next one to see what happens!
