I enjoyed this by the end but it had a rough start. I came out of the robots series, and was confused by where this started.

The romance felt forced but other than that enjoyable.

Surprisingly good but the reveal of the document that will defeat the big bad is pretty lame.

SPOILERS

And so it begins. The Galactic Empire is starting to take shape albeit not as the Foundation empire just yet. Earth still around. Some documents from Earth archives stolen for reasons no one can explain. Some are looking for an ancient earth document thousands of years old and I couldn't believe what it was: The Constitution of the United States! By the way on pages 82 and 83 there's an explanation of how colonization, imperialism and subjugation work and it is brilliant!

The Tyranni have ships that have 'automatic jumps' and in Rhodia there's also a collection of documents from Earth. But, a mysterious planet, known as the 'revolutionary planet or the 'rebellion world' has been spoken and written about but where is it? So much fun reading this book and putting some psychohistory puzzle pieces together. On to the next one.

Characters were mostly 2-dimensional, and were less fleshed-out and likable than those in the Robots books. It was neat seeing how the story fit into the backdrop of the galactic civilization in the future. Final twist/reveal was pretty campy in my opinion, but all in all it was a decent read from Asimov.
