A better parable of systemic corruption than Luke Cage! Funny, surprisingly/subtly bleak introduction to a new subset of the Discworld: Ankh-Morpork's under-funded, under-staffed, just-about-correctly valued city guards. Good people can be cops, but the regimes they serve will ultimately determine how much actual justice they mete out.

Pratchett's take on dragons as FAT IDIOTS for the most part is a good laff as well.
