This is a really interesting book that I happily stumbled on by accident. I have never seen anyone reference the book, and I wonder if it's just one of those academic books that was lost with time, perhaps in part because Holland is not in academic any longer, but a politician. Or maybe it's just the problem that this has a bit of an Australian slant. Whatever the reason, it's a shame, as the book is one of the more interesting I have read on the topic. The book focuses on the role of values (or 'ideas') in institutional change. Unlike many edited volumes, the chapters fit together well, and I found myself reading more than just a few chapters, as I often do in edited volumes. I particularly liked the chapter by Holland and was surprised by how much I liked the chapter by Bell. Even if this isn't one of the foundational books on institutional change or even a widely cited one, I think it is well worth a read.
