Irene and Kai have taken up residence in the alternate London of the first book in the series where she is Librarian-in-Residence. Kai is then kidnapped by Lord and Lady Guantes in order to start a war between the Fae and the Dragons. He is taken to a "high-chaos" alternate of Venice, gondolas, canals, Piazzas, and perpetual Carnival, where any draconic strengths are nullified by the concentrated chaos.
Without the authorization and support of the Library and with the questionable support of Lord Silver, Irene begins to track Kai down to rescue him.
The plot is well developed and keeps on moving. On the train and in Venice, Irene interacts with some fellow "students" being tutored by "Aunt Isra": Martha, Athanais, Zayanna, Sterrington, and Atrox Ferox. We've seen "powerful" Fae in the first book but nothing compared to the Ten or the Rider and his Horse. I loved the interaction between Irene and the Horse. Li Ming was a confusing character. Making her way (with Vale) into and out of the chaotic prison ("Carceri") was fascinating.

I'm looking forward to the third book in the series.
