I read this the first time out of context and it seemed dreadful. Reading it within the context of the VNAs, it actually fits rather well and is rather stronger than quite a number of the books at the time. A few things do drag it down a bit.
Firstly, the shorter length of the stories here don't allow for as much depth as the best of the VNAs got into.
Secondly, many of them still have the high levels of fannish of this period.
Thirdly, whilst written to fit in with the Virgin stories, there clearly wasn't much discussion of plans.
In the middle of Emperor of the Daleks publication, the novel Deceit was released both involving a surprise resurrection of Abslom Daak. Whilst Final Genesis was being published, Blood Heat was released both involving alternative Earth's where The Silurians survived the 3rd Doctor's encounter. Also the portrayal of some of the background of The Doctor doesn't seem to match up with the plans in Virgin continuity.

However, actually better than I had expected.
