Quick and concise, but some points are underdeveloped. Foster does a really nice job of summarizing Clinton's entire career in a manner that is informative but not overbearing. The 25 reasons themselves, however, seem like blurbs written by a college student who needed to turn something in at the last minute. He references points mentioned previously in the book, and some are good reasons, but they could be expounded on a bit more and I wouldn't have minded spending an extra hour reading them, since it only took about an hour to read the entire book.

I also think the explanation of Clinton's career was very neutral, and didn't seem to have any bias, simply mentioning facts and historical analysis. But when he cites the 25 reasons, some seem petty and an attack on character rather than policy, which takes away from their value to a reader.
