The editors really had to scrape the bottom of the barrel to come up with fifty years of felony from the bumbleshoot bandit and the jewel thief with a feline motif.

Out of fifteen stories, the only ones I even mildly enjoyed were:

The Cat (1940) -- Catwoman's debut.
One of the Most Perfect Frame Ups (1941) -- Penguin's debut?
The Secret Life of Catwoman (1951) -- Catwoman's origin story is revealed, and she briefly becomes an ally to Batman and Robin. A fight at a cash register factory has Batman and Robin jumping around the keys of a giant cash register. Silver Age appeal.
Love Birds (1987) -- Penguin tries to go straight after falling in love, but Batman eventually has Penguin's parole revoked.
Eyrie (1986) -- Penguin steals giant falcons.

The rest of the stories are all about Penguin trying to steal works of art involving birds, and Catwoman scheming to marry Batman. It's below par. Even the book's intro and afterword hints that these stories are pretty far from the best of.
