This is a police procedural introducing Stilwell, a cop who has been transferred to Catalina Island, off the coast of California. What starts as a Buffalo being killed, ends up with multiple murders and a hunt to find the perpetrators. This book is written the Master novelist Michael Connelly. It is great just like all of his books.
