Classic Hiaasen. Southern Florida and environmental protection with a dash of chaos and mayhem. It covers racial discrimination in a way that may have worked in '87 but doesn't really hold up by today's standards. It's a pretty heavy topic to be used as a plot point in an otherwise unserious book. Not the best of his work; I'd reread others before I read this again.
