This was one of the most mundane and boring 'thrillers' ever. The premise is fine and I think the characters could have had something but the way the story is told is just lacking and lazy. It's like Grisham (or maybe a ghostwriter) submitted the outline and first draft and it got published by mistake.

There is very little in the way of mystery and 'figuring it out' along with the characters. The story gives you who is a good guy and a bad guy literally. It also feels like it skips to get through the plot instead of using the characters to actually do things. There are several times where it just tells you that things have happened that could have been good story telling moments but instead they are just given as facts.

There is supposed to be some danger but aside from one instance there isn't any. The close escapes that are normal in thrillers is absent. I haven't read a Grisham in a long time and now I wonder if they are all this bad.

The premise has all the potential to be everything I love - take down the corruption from those making profit off exploiting others, and of course the mafia is involved. But I found myself bored throughout a lot of this.
Then he killed off Hugo only like 25% of the way through and I was just like whaaaat??!?
. Just not a lot of action. Not his best work.
