Much like the first book, this one is a collection of stories about people who come into the cafe to possibly time travel.  They're all held by the same few rules, except.... Kawaguchi starts exploring a few special cases.  What happens if someone wants to travel to the future? is the biggest question.  There's also a fair bit more about some of the people who work at the cafe and how they happened to be there, which was mostly absent from the first book, and it fleshes them out to more than flat characters.  A few times, the characters in this book mention (in passing) the characters from the first one, which is nice, but Tales from the Cafe could theoretically be read as a stand-alone without too much trouble.

It's good but it's not what you read if you expect something definitive, it's a very explorative piece of work, I'd only read this when I was looking for something easy-going. I'll say it straight up, it's boring sometimes, especially when a new chapter begins and the author focuses on a very new detail of the cafe, it's past, or just a certain character, and only when the chapter is around halfway through does it get good and mildly entertaining. 
It's a casual, slow, soft read, if you're into that, by all means get this book and read it.
