Let me be brief with the book description... it is best this way.
Katsa is a Graceling, she is someone who has a special skill, a skill that is rare - killing. Gracelings can have many different skills but they are all set apart by their eyes, they have different colors. Katsa is isolated from others as they fear her while her Uncle Randa, King of Middluns, exploits her grace to do his biddings of punishment towards those in his kingdom that go against his will. The punishments can be death, cutting off ones finger, beating the pulp out them, etc. To offset her dislike of hurting others, she forms a council throughout the 7 Kingdoms that does good for others who cannot . The council is formed without King Randa's knowledge, it is formed in secrecy. Katsa's life is changed after she and a few of her council members rescue the father of a King. She is spun into a world of learning more about her grace, the 7 kingdoms, etc.
