Transitionary volume. It’s largely setup, but unclear the degree to which it’s setting up. My gut says the blackbeard/whitebeard/shanks stuff is set to payoff in the next hundred-ish issues, and the Dragon/world gov’t stuff is set to payoff over the next 700.

Again, I don't review manga, this is no different considering it's 45 volumes into the series and I'm STILL reading.
- There's a tiny scene with Ace and Blackbeard that sets up the backdrop for some of the upcoming arcs (Impel Down and Marineford, that is). Of course, those come much later.
- It's time to paaaarty, now that CP9 has been defeated, the Mugiwaras are suffering a bit of downtime, and everyone is back in Water Seven.
- While Luffy and co. are recuperating (either by using their R&R to go shopping, training, eating, sleeping, or even sleepeating...), the Galley-La shipwrights and Franky brothers are hard at work rebuilding the city.
- Franky, meanwhile, is hard at work building something else: his ship of dreams, which, out of guilt, admiration, partiality, or whathaveyou, he has decided he wanted to give to the Mugiwaras.
- Admiral Garp shows up. Some information about Luffy slips through, namely that a) his grandfather is Monkey D. Garp, who happens to be a Navy Hero (aka the Badass Grandpa), b) his father is Monkey D. Dragon, who happens to be the most wanted man in the world (not to mention he's a revolutionary), and c) the Monkey D. family is filled with batshit crazies.
- I don't really care about Coby or Helmeppo, so this is as much mention as I'm going to give about their presence in the volume.
- The Mugiwara bounties have been released. Due to their storming Enies Lobby--and beating CP9 in glorified righteous fury--the bounties have increased for Luffy, Zoro, and Robin, with 300 million, 120 million, and 80 million respectively. Nami (16 mil), Usopp/Sogeking (30 mil), Sanji (70 mil), and Chopper (50 beli) also get starting bounties. Much to Chopper's consternation, he's only worth 50 beli for being a "pet" (clearly nobody recognized the crazy roided-up beastie that almost decimated the Tower of Law). And much to Sanji's horror, his picture's all wrong.
- I do love the reactions the Mugiwara hometowns had for the bounty increase. Gen-san had the best reaction, obviously.
- Franky also gets a starting bounty of 50 mil.
- Because of Franky's bounty, the Franky brothers beg Luffy to take Franky out to sea with him. This takes some work, because Franky refuses to go initially (owing to some unresolved guilt issues between Tom's Workers). But that's nothing a little underwear theft, a chase across the city, and some manhandling of the family jewels (Robin killed me there) won't fix.
- Garp returns to try to apprehend Luffy, reneging on his promise not to come after him (mostly because he got yelled at by Fleet Admiral Sengoku). The Mugiwara escape.
- But not without Usopp. I actually love how the Usopp scenes were handled here. Zoro lay down the law, teaching Luffy that captains demand respect. It gives a deeper facet to the usually sleepy, lost swordsman, and it gives us a hint of the things Luffy learns as a captain just by being with his crew. Touching stuff. Usopp actually made me tear here.

Another fantastic volume! After the emotional devastation of volume 44, it's nice to have a volume with lots of positive momentum and moments. We officially gain two new members of the crew (especially after the devastation of losing one last volume) and get some important information about the world and Luffy. This is such a great way to finish off the larger Water 7 saga and propel us forward.
