My children have divided votes. Some 4 stars, some 5. I think it was quirky and it "grew" on me.
What a weird little book. My full review's here: http://newberryproject.blogspot.com/2009/06/miss-hickory-is-weird.html
I didn't hate this, but I cannot imagine recommending it to anyone. I am surprised at how many stars it averages here.

Miss Hickory is a prim and proper little doll with a twig body and a hickory nut head. Her whole world is turned upside down when the family at the Old Place leaves for the winter and Chipmunk moves into her corncob house. Her adventures to find a safe place for winter and what she does after that make up the majority of the book. This was a longer read than I was expecting, but still pretty fun. The cast of animal characters allowed me to exercise my repertoire of silly voices. Overall, I think that Betsy-Tacy made a better read aloud. We're on to Anne of Green Gables next.
Oh, golly, not another book about a doll! This is not the world-traveling china doll of other Newbery books. No, this is the creative Miss Hickory, with a body made of a twig and a head made of a hickory nut. Miss Hickory is able to conquer potential predators like Squirrel using her clever little hickory mind. She visits the barn at Christmastime and sees a glorious sight. She helps the Hen-Pheasants figure out a way to make it through the winter without their husbands. And when she loses her home to Robin and his family she uses her ingenuity to figure out a new place to live.
