One of those stories that starts of slow but if you persevere, you gradually get sucked into the whys and wherefores. What has made Finn so repressed, who is the dirty copper, can Tommy break through Finn's shell.
Largely character driven which is not normally my favourite style but Finn especially gets under your skin so you are rooting for him to break through his past and live a lot.
There are changes of pov but these are indicated at each change.
I did enjoy the investigations, and whilst the departments were confusing I think being British and used to hearing many of them in the news did help.
