This has some pretty major flaws, but honestly it's just fucking awesome.  There are some seriously tense and entertaining action scenes. There are kind of 3 main plots going on and ymmv on which one of those you find to be compelling. Prose is mostly good with a couple awkward metaphors here and there. Dialog is excellent and honestly has some of the best written action scenes ive read in a novel.  Mann is a gifted screenwriter and there are times where you can sense exactly where the cuts are and how the camera would move.  

I would recommend this only if you like more Michael Mann movies than just heat.  This kind of re-examines a lot of themes and plot beats that occur across his entire career so it's cool to see those play out in a new (but not really) context.  It is also similarly messy to something like Miami Vice and honestly has kind of a similar mood for a lot of it.
