I don’t think the pacing of this book is actually slow; it was just slow to me. Because it was boring.

Roughly half the book was just a cycle of Kirk being disillusioned with his desk job and wanting to return to active duty at all costs, without thinking of how his actions might affect others. Also, we gotta catalog how sexually attractive every woman is. It adds to the reading experience. Apparently.

Then at 46 percent, Spock bursts in from the desert in a cool and sexy way to save the ship(s): the ships being the Enterprise, his relationship with Kirk, and the metaphorical ship of the book’s plot. This wasn’t quite enough to make this book good, but he tried his best and that’s all we can really ask of him.
