There's one section in the middle of the book where it gets really dry--you're wondering why the author is following the life of the former FBI agent who "cracked" the case, rather than focusing on the supposed subjects of the book. Stick with it! It gets much better!
(Also, although the subtitle includes "the Birth of the FBI", there's not really a systemic approach to letting the reader know how the institution came to be. There's a bit of information, but it's rather general. So if you're not interested in that sort of thing, don't let it throw you off.)
