After the blast Neo-Tokyo has been altered forever in the wake. A new age is dawning with different factions opposing eachother. And a way to finally stop Akira must still be out there. The great Tokyo Empire rises.

The silent Akira now has a following of kids devoted to him. With Tetsuo on his side they perform miracles to an audience of chaos. Lady Miyako, number 19, sits in her temple. A powerful member of Akira's paranormal brotherhood. She has her own group of devout followers.

Meanwhile Kei and Chiyoko are on the move. With Kaneda missing they fight their way out and find Kiyoko, one of the subjects and try to bring her to Lady Miyako. The colonel also returns.

The first part of volume 4 is like a constant hunt that all ends in the battle at the temple. With Tetsuo being distracted with growing his own powers by stopping to take the pills, one of his leaders takes matters in his own hands. Halfway through the book the pace picks up again because of this and ends in the colonel activating the laser once again. Tetsuo has a revelation and Kaneda falls from a hole in the sky marking his return in the next volume.

Volume 4 feels bleak and creepier as the whole landscape has changed. Teens rule the day and adults are bad. All the while Akira seemingly doesn't care, but he is just a boy. Even in a barren landscape all what men seem to care about is power.
