I really debated on how I was going to rate this one. I liked the previous book slightly more, but that really shouldn't diminish the merits of this one in any way.
The characters are very clever. What I love about the series is that the competency of one character does not come at the expense of another. Instead you feel and understand the calculated thought put into every action, every word said, and payoffs feel rewarding as a result. You see characters at their lowest, but also at their heights, too. They feel exceedingly real and human.
I don't know how I feel about Costis yet (as the narrative framing device). I might have to come back to this review once I can put to words an articulate response.

It was decent, but felt a bit like a filler between books...hoping for a grander scheme in the next.

More of the same, but more so. Gen is a little shit, and I LOVE HIM. Costis is too good and pure for this earth. What a bunch of dweebs.

Turner has always done a great job with world-building and politics, and this is no exception. Characters and decisions are intricately thought out so that actions are motivated and have believable consequences. The dynamics between individuals and powers are interesting, and actors are nicely consistent.
Yet, I have my gripes. Gen (the main character) becomes predictably unpredictable, especially after two books where his shtick remains the exact same throughout it all. The gist always comes down to this: people underestimate Gen, who in reality is one step ahead and surprises everyone else at the end, coming out on top. The first few times he pulls off these stunts, they're fun and satisfying. After a while, it gets old. Gen does suffer consequences and faces losses, but these losses don't affect his ability to get what he wants in an incredibly efficient and impressive way. As a result, he falls flat.
