Far from PKD's best, but certainly a very interesting work of science fiction. And for many reasons.
The concept is not so novel anymore, having inspired many a story since, a favorite being Psycho Pass (how underrated is that show!?), but it's easy to forget that this is almost 70 years old.
A genius concept, one that presents the greatest of moral dilemmas. What if you could predict and apprehend a criminal before they commit the crime?
That said, the actual contents could have been a bit better. I'll go out on a limb and say that I actually enjoyed the film, which takes certain creative liberties, more than the book. Oh, well.

Such a hard book to review in these parameters. It’s just too short to complain about character development etc. I loved the premise. It’s fascinating to see the interplay of A.I. rhetoric, crime prevention and determinism. I just find it hard to LOVE short books as I can’t get my teeth into them and get attached to characters etc. More an illustrated philosophical argument than a story.

Very cool concepts, but very little in terms of the implications of them except as to how they affect the main character. And these are huge concepts. Free will, the greater good, imprisoning people before any crime is committed, etc. As is pretty much a pattern in the handful of Phillip K. Dick books and stories, the female characters are not developed at all, nor do they matter. Not sure how much slack he deserves on that since this was written in the 50's. But he's good at coming up with cool scifi concepts.

just because the world is ending etc doesn't mean I can't get in one last round of my favorite and really only hobby: going to the library when I have nothing to do and accidentally reading an entire book. (ok, short story, but I am pressed for time.)

just a little thing: the edition I read opens up like a lil notepad (ie vertically, bound at the top) and it was really fun to read that way, I felt like a PI or something—idk why, 80% of my own notebooks are like that, but still. v noir-y reading experience.

I can't say I'm the greatest fan of this novella. It may be because I read it in translation but I doubt it's only that, since my previous reading of a PKD novel that inspired a movie ended up being as divisive. I end up enjoying the movies more than the story in the end. Two of the greatest issues in Minority Report are the fact that it doesn't have enough space to have any kind of character development within the frenetic pace of the events, and the language that's very much of its times (this is especially visible in the way the precogs are treated and referred to: retarded, idiots, monkeys, which disturbed me a lot). I did enjoy reading the story that inspired the movie, especially due to the very different endings in both mediums (one maintains the status quo, the other destroys it), but the truth is I've been so far disappointed in my readings of PKD and not particularly enjoying his works, though I will keep on reading more in the hopes of finding something I may enjoy more.

Não posso dizer que seja muito fã deste conto. Lido na tradução em português, até pode ser por uma questão de tradução, mas dúvido que seja só isso. As minhas leituras das histórias que deram origem a adaptações para o cinema não têm tido muito sucesso, porque acabo sempre por ver grandes diferenças entre os dois e aprecio mais o filme do que a história. Dois dos grandes problemas do Relatório Minoritário são o facto de não ter espaço para qualquer tipo de desenvolvimento de personagens no ritmo frenético dos acontecimentos, e, em particular a sua linguagem muito da sua época (a forma como os precogs são referidos). Gostei de ler a história que deu origem ao filme e ver as grandes diferenças no final do mesmo (a manutenção do status quo ao invés da destruição do mesmo no filme), mas a verdade é que até agora tenho sido algo dececionada por PKD. Hei-de continuar a ler este autor mas esperava gostar bem mais das histórias dele do que tenho até à data.

The ending of this is kind of confusing consider the police commissioner commits a murder to keep a system in place that he knows is flawed so from this im gonna say the theme is: 

The people in power will go to extreme lengths to keep systems in place that they know dont work but benefit themselves just to keep themselves in charge. 

Now one could argue that it was to keep a worse group from taking power but the motivation seemed more personal and like his group. Not that the military taking over would be totally bad for society.
