Why didn't I find Kalev as charming as Elgar and Aydan?

This book is good, the game is awesome, but that's it. It only focuses on the game. Don't get me wrong, i still like the book due to the amazing strategies used in the game. However, compared to the first 3 books, it lacks--i'm not sure if i say it the right way--feelings. In book 1 and 2, we were faced with Rayne's and Elora's pasts and traumas. In book 3, we witnessed Katyana's effort to understand Grisha's condition. However, in this fourth book, we saw nothing of the sort. Even the romance and the chemistry between Kalev and Chesa is, IMO, mediocre. To me, feelings are really important in a book. That's why this book can't beat The Paragon Plan, which, IMO, is the best book out of the 4.
We will see how good The Underling Purpose is, then I can find out which book is the best in this series.
