Sweet YA with a strong feminist POV.
Characters are a bit OTT to be believable.
Rafi is described as a rake yet simultaneously as a boy. Not sure he's old enough to achieve that status and nothing about his character indicates that he is the least bit roguish.
Zia, the daughter of a Duke, is a composer of unique music, reader of "subversive" literature, the leader of a band of merry thieves, diamond of the season, all rolled into one rebellious teenager.
