Part of the Culture series. In this installment, we get a version of the Culture that looks a lot like the USA’s CIA at the height of its imperialist ambitions. Not my favorite take on that society, nor my favorite book on the Culture.
But it’s worth the read because the structure of the story is really well done (to say more would spoil the experience IMO), and the character who drives the story is equally interesting.
