it's a drama in every sense and as the author implies its purpose is to make fun of everything that's wrong with Russian society at one cost.  Inspector general is supposed to come to visit this small Russian town with it's streets polluted with dirt, greed and corruption, the real comedy of delusion begins when all the people with titles try to impress the wrong guy who ends up taking the money they voluntarily gave him and runs away. It's witty, full of irony and sarcasm, with no loveable charachters but a loveable satire.
