This is the 9th title in the Psy-Changeling Series (Trinity) in which Psy(s) are gifted psychic individuals who have trained in detecting, analyzing and influencing psychic states in others.  A subgroup of the Ojibwe make up a group of shape shifters who can become some species of bird.

Eleri Dias is in one of her last psychic “life” episodes. She has had six previous instances in which she had accumulated the maximum of psychic exposure and will either die or go through a recovery treatment. Each recovery reduces the amount of psychic exposure she can experience in the current  psychic life, she experiences emotions, desires, and attachments a little less with each life. As a Justice-Psy, she has accumulated more than the usual psychic stress and exposure of others. 

Adam Garrett is such a shape shifter and is now Falcon Wing Leader for his clan and is fiercely protective of his clan. Adam lost his parents in an act of violence when he was a teenager and has felt no forgiveness for Eleri who was J-Psy for the perpetrators. Adam feels he has been betrayed by Eleri so he has no sympathy for her. But now his clan is in danger from a serial killer Eleri has been tracking for years. Even though both Adam and Eleri have never been able to forget coming into contact years ago. They have lost anything that might have developed between them. Now they have been thrown together again to put a stop to a monster
